January 21, 2015

FINAL MINUTES OF PUBLIC MEETING

 

Board members present:  Camilla Lockwood, Mary Beth Ayvazian, Tedd Petro, John Kieley, and Allan Pickman

 

Call to order by Pickman at 7:32 p.m.

 

Approval of minutes:   Motion by Lockwood to approve the minutes of 12/03/14 as written, second by Kieley, and so voted.  The meeting of 12/17/14 had no quorum and a brief notation for that date was written.  Motion by Kieley to approve the minutes of 01/07/15 as written, second by Lockwood, and so voted.  Review of the minutes of 01/14/15 was deferred until the next meeting.

 

Presentation at next public hearing:   Pickman noted there would be two public hearings at the meeting next week; one concerning the zoning amendment for agriculture, and the second to address a petition warrant article to change the Aquifer Ordinance.  For the agriculture presentation, Ayvazian suggested using PowerPoint again, and Kieley offered to be the speaker.  Lockwood reminded the board they would need to be prepared to answer questions. Petro indicated he felt the ag language was okay as written, but suggested the board make sure the definitions of “Building” and “Structure” in the Zoning Ordinance are sufficient.  He questioned if the “3,000 square feet” measurement is considered just the building footprint or takes into consideration height (stories) in the calculation.  Petro stated he feels people think the 3,000 square feet is a 50’x60’ building.  He continued that a 50’x60’ ring is small, but a 50’x60’ horse barn with a second story is big.  Pickman said the initial draft defined the measurement as the building footprint.  This was followed by discussion of how to clarify the 3,000 square foot measurement.  Kieley suggested a simplified version of the language in the amendment, which was briefly discussed and then offered as a motion, seconded by Ayvazian.  The vote was 4 in favor, with Petro abstaining. 

 

Petition Warrant Article – Aquifer Ordinance

 

Pickman advised that the author of the petition should be present and talk about it at the public hearing.  The board would need to answer any questions, and then once the hearing is closed they must vote whether or not to support the warrant article.  There was brief conversation about aquifer locations in Temple, the availability of aquifer maps, and the fact that existing garages would be grandfathered. 

 

Gas Pipeline:  Kieley spoke about the proposed Kinder Morgan gas pipeline that is currently designed to be built across the southern part of New Hampshire, including through neighboring towns.   He said there is now a chance Temple might need to get involved, as one of the Temple aquifers crosses over into the town of New Ipswich.  The pipe would run through the aquifer and this could involve fracking, with a blast zone of 1,000 feet.  He suggested the town’s Conservation Commission and the Planning Board do some research, and then ally with the town of New Ipswich as they did with the large wind issue.  Petro suggested that Kieley keep in touch with New Ipswich.  Ayvazian said Bev Edwards, as head of the Temple Economical Energy Committee (TEEC), would be a good contact.    

 

Miscellaneous:

-Petro said he likes the draft Site Plan Review application form, and asked the board to vote on it.  Pickman advised he had already sent a copy to attorney Tom Hanna to use, and the form could be reviewed at the next meeting.

 

-Kieley agreed to pick up the 2014-2015 Planning and Land Use Manuals.

 

Motion by Lockwood to adjourn, seconded by Kieley, and so voted at 8:16 p.m.
