Residents of Temple

Periodically the Planning Board is required to update the Master Plan. The Plan is not a legally binding document, but serves as a guide and framework on which the Zoning Ordinance and various regulations are built on. Since the last full update on Temple's Plan, the State Laws were changed to require a Vision Statement, which “shall contain a set of statements which articulate the desires of the citizens affected by the master plan, not only for their locality but for the region and the whole state. It shall contain a set of guiding principles and priorities to implement that vision.”

The Planning Board has come up with the following rough draft of a Vision Statement. We are requesting your comments, suggestions and criticisms.  Please send any comments to the Board at: PO Box 191, Temple NH 03084, templeplanning@comcast.net, or drop them off at the town offices or the Library. The Public is welcome at all our meetings, held the first and third Wednesdays of each month at 7:00 PM in the Town Hall Annex.

Master Plan
VISION STATEMENT
DRAFT Rev. 4 - 8/28/17

New Hampshire RSA 674:2 II (a) requires each Master Plan to contain “A vision section that serves to direct the other sections of the plan.  This section shall contain a set of statements which articulate the desires of the citizens affected by the master plan, not only for their locality but for the region and the whole state.  It shall contain a set of guiding principles and priorities to implement that vision.”

Over the last few years the Planning Board has held workshops and conducted surveys of the citizens of the town. The residents have expressed most concern about higher taxes, loss of rural character and loss of open space. The items they like most about the town are rural character, privacy and quiet, the forest and mountain landscape. Respondents were strongly in favor of protecting special habitats and places, and restricting ridgeline construction and steep slope construction.

VISION:

  • Provide a realistic opportunity for an average person to have a home in Temple.
  • Temple will remain as much as possible a rural town preserving a mix of farmland, forests, streams, wetlands, and open land areas.
  • Temple’s residents will have a wide range of socio-economic backgrounds and ages. Housing stock will be primarily owner occupied. Housing costs will continue to vary, but some housing should always be affordable to residents employed in the local economy.
  • The village should be retained as the center of the town’s social, political, and cultural life.
  • The town should continue to provide a good publically supported educational system. The town should retain its own elementary school as an integral part of the community.
  • Farming, agriculture, and outdoor recreation will remain an integral part of the community.
  • Businesses which have a scale and impact consistent with the part of town they are in will be allowed and encouraged.
  • Housing and all other residential, business, and agricultural structures should be integrated into the town’s working landscape and be acceptable to the residents and neighbors.
  • Preservation of large areas of undeveloped land shall be encouraged through conservation easements, encouraging agriculture, creative land development processes and acquisition of sensitive prime open space by private or public conservation entities.
  • High speed internet access should be available throughout the Town.
